Two ways to work

Zones By County — click or lasso whole counties into named zones. Best for planning an operation's structure.

Impact Areas — draw the damage footprint on the map, then get the counties, ZIP codes, or census tracts it touches. Best when damage is scattered and whole counties would overstate it.

What it costs

Nothing. No ArcGIS analysis credits are ever spent and no Publisher role is needed. Boundaries are combined in your browser, and ZIP and tract shapes come from the public US Census service.

When you need to sign in

Only two things need ArcGIS: pulling in an impact layer that is private to the Red Cross, and publishing a web map to your own content. Drawing, lists, and downloads all work signed out.

Handy to know

• Press L or R to show or hide the side panels, Escape to close this.
• ARC Region boundaries stay on the map as a reference while you paint counties. Turn them off under Build if you want a cleaner view.
• Your work saves itself, and Copy Share Link hands it to someone else.
• A ZIP that straddles two zones is listed under both — nothing is silently dropped.
• ZIP shapes do not cover open water, so lakes and rivers show as gaps. The list is still complete.
