What This Will Cover

When a disaster relief operation (DRO) opens, someone has to register the disaster event in RC Care — the Red Cross system that tracks client casework — and that registration needs every ZIP code in the impacted territory. This cookbook will walk through finding all of the ZIP codes that must be added to a disaster event, based on the counties in the response area, using only ArcGIS Online (AGOL). Until the written recipe is ready, the DRO Toolkit below already produces the ZIP list today: click the impacted counties and the ZIP codes come back in the same screen.

Two routes to the same list. Early in an operation — before damage assessments exist — the map is the only way to build the ZIP list, and the toolkit does it from the impacted counties. Later, once detailed damage assessment is mostly complete, a quicker cross-check is to export the detailed damage assessment collection and remove duplicates from its ZIP code column: that lists the ZIP codes where damage was actually recorded. The written recipe will cover both.
